Spring 1990 saw the development of the largest plague to have ever occurred. In autumn 1990 Agriculture Protection Board surveys showed substantial locust populations in 34 of 57 shires surveyed in the agricultural areas. A computer model forecast that locust populations in some areas would increase 100 fold in spring and the chance of a major locust plague was estimated at greater than 90 percent.
